You expand to Singapore because it serves as a distribution hub to other asian markets near-term, and because long term it provides the connections and business infrastructure necessary to do business in the west. An ID branch is a stepping stone to a North America, Europe, or Global branch.
Wider Indonesia doesn't really get windfall from this, and basically just serves as the manpower pool that Singapore draws from.
