There's usually good reasons for "retarded restrictive policy" that workers don't comprehend because they only know their own work and are not and never will be an expert in every field regardless of how good they are at their work.
The main source of actual retardation among businessmen is refusal to accept reality over on paper good policy, and refusal to accept that workers genuinely do know better than them in their respective fields of expertise. If a vtuber is upset and they feel that they can't perform well with their existing avatar/IP design, you need to accept reality and let them change it even if it's a short term terrible decision, because it doesn't matter how right you are if the character pilot hates their job; that character will always fail in the long run. The report thing I mentioned is the latter case; if a vtuber can justify why a certain new costume actually fits their branding, perhaps even better than their og skin, they're probably right, and just know better than you as a mere businessman.
