Japan's own historical records confirm they had been preparing and planning for a war with the US and UK since even before the first world war. It was always their intention to challenge the great naval powers for dominance in East Asia, as a necessary prerequisite for their own colonial hegemony in the region. The US didn't want war, and was so wholly unprepared for it that their subs and bombers didn't even have working torpedo fuses.
There was no advanced warning of the attack on Pearl Harbour. Japan had intended to inform the allies hours before the attack was scheduled to begin (this is still perfidy, btw, but Japan at this point had a long track record of committing perfidy), but a series of errors and missteps resulted in the missive not being translated and received by the US until after the attack had already gone off.
America, as well as the rest of the civilized world, embargoed Imperial Japan because they were waging a war of extermination on mainland europe with many highly publicized crimes against humanity they made no attempt to conceal. There was also a very real threat of Japan buying US oil and then sending it to Germany, and the US didn't want to risk tipping the scales of the war in favour of the Axis by feeding it resources. American leadership SHOULD have wanted to join the war, because the Axis represented a threat to basic human dignity everywhere, but they didn't because they were still war-weary from the 1st world war and skeptical of britain's intentions after various british political fumbles in the interwar period.
