JP is filled with girls like Marine and Subaru who are just very socially competent.
I'm not saying ENs are bad at talking -- Gura is great at entertaining her chat, for instance -- but they're not great at publicly interacting with each other without coming across as stilted or awkward. There are exceptions: Guarame collabs are typically pretty good because they have a decent rapport, when Ina's in her element she's a solid partner, etc.
I think a lot of their relative underperformance has to do with Japan being more of a monoculture: the JP girls all have way more in common with each other than the ENs (and a lot of this is because EN culture is just... bigger, so it's harder for there to be overlaps, seriously Gura constantly pulls out weird internet references that are literally older than the age of her average viewer). Kiara's operating with a bunch of debuffs so it's not fair to really compare her. Gura and Ame have the most similar sense of humor and have treaded in the same circles, while Mori and Ina are forced to hide their power level, which further complicates matters. You can really tell the difference between the ENs who talk to each other offline and the ones that view each other as (close) coworkers.
