Holos can tell their fans to not act like retards, but this doesn't stop antis from hiring indians and seapags to post spam in chat, post spoilers, chat hop to annoy other holos who have any semblance of conflict(in roleplay), post unwarranted advice, and various other tactics to make the game as unenjoyable as possible for both the streamer and their audience.
So then you end up getting neutered experience because people can't just watch shit happen naturally, and honestly sometimes the streamers themselves are unable to separate their self insert and their actual self. Any social sandbox game is like this when streamers are involved and it's because the audience doesn't have any friends to play with so they try to superimpose themselves onto the streamer to get that experience.
