We have plenty of game-focused streamers that would work, though. Ironically, Fauna/Ame would have been perfect for that.
Either way it's too late. Doki's brand is far too large and she has so many employees that she doesn't need anything Hololive could offer her, as she's trying to be the EN Shibuya Hal. She values being able to quickly set up streams and collabs without waiting from people above, as well as being able to spearhead her own merchandise.
I don't know enough about Dtto to comment, though. Maybe she would work fine, but I feel she would have applied by now if she was interested.
