That's not to say a branch can't succeed without the based culture buff. Hana macchia and the hololive indos do well because they speak fluent English and are entertainingly adorkable to watch. It's just that Niji KR isn't comprised entirely of eigo jouzus (thereby filtering EOPs), nor is the west fascinated by the assorted cultural trappings of Korea (both historical and modern), which leaves them stuck appealing mostly to their own relatively small native market.. Korea's obsession with fake beauty and westernization is probably partially to blame for this, as cultural exoticism and vtubing are about having your own distinct identity based on your nation of origin and ethnic/cultural. It's about standing out, not fitting in.
With that said, even well known Korean streamers who speak a second language don't necessarily do a good job selling Korean culture to westerners in the first place. Ina is the patron saint of this trope, a westernized Korean who speaks only English and Japanese while completely neglecting her own cultural heritage, all while arguably making herself seem less interesting than she otherwise might be if she started mixing Korean cultural enrichment into her streams. It's the same way Selen debuffs herself by not leveraging her knowledge of cantonese...although she's so assimilated into western culture there's reason to doubt if she even knows the anything about Southern Chinese culture beyond the language.
As a man, it pains me to see the risk averse behavior of women who are in a position to capitalize on niches and entertain the west by broadening our cultural horizons. We absolutely love appropriating the trappings of other cultures in order to make our own more exciting and dynamic, and vtubers not playing into that is, as far as I'm concerned, a huge mistake that results in the kind of low numbers only a corporate branch suffering from cultural irrelevance can achieve. When even Anya gets better numbers than the EOP accessible Ban, that's the clearest sign that Koreans unironically need to get some cultural pride and start marketing themselves better.
