Have you ever seen them talk?
Shiori joined in for a bit on one of her call in streams (it was on her birthday I believe) and they just went on for a decent bit talking about cartoons.
They also went shopping together in Japan.
They don't interact a lot publicly but they do seem to be in touch a decent amount behind the scenes.

I hope Shiori graduates rather than Moom, I would question Cover if they kept her rather than Mumei. Mooms doesn't stream as much, but recently Shiori acts like she doesn't want to be in streams and she's too autistic to realize when she's acting in an unlikeable manner.

Cover does force a lot of things but I don't think they would force collabs since most vtubers would hate their employer if they went that far. Does seem curious that Mumei is now collabing with Shiori but maybe things with management are less heated. That is good news since for a while it felt like Hololive got close to having even more graduations.
