We simply know this isn't true because dozens of smaller streamers are building their own communities, I've personally seen chuubas go from 2views to having hundreds of CCV
I also think twitch's recommendation is much better at spotlighting small streamers than youtube's is

To continue your example Selen would probably be more popular because the recommendation system and features like hosting and raiding would do a fair better job a letting people she exist than any amount of niji ad money could do
Of course none this matters and is entirely irrelevant when it comes to holos since the brand alone gives them free viewers, but it's very clearly obvious why most indies flock to twitch instead of youtube and why Nabi's choice makes sense
