In practice you have to like publically scream that you really don't much care for black people or something to get charged with that. It's mostly to try to stop influencial people and e-celebrities going nuts and spewing harmful screed about communities who could see real physical harm come to them as a result. Saying "my old corpo is a pile of festering worm-ridden dogshit" is absolutely fine and above board.
