the base is white paint, which reflects all colors of light
each of the three basic pigments (cyan, magenta, yellow) absorb one basic color of light (red, green, blue respectively) and reflect the other two (blue+green, red+blue, green+red reflect)
mix two basic pigments and you'll absorb two colors and get the remaining
mix the three and you get black
since each pigment removes light, the mix will become darker and darker
so to get orange you need to start with white and add *very* light amounts of tint, or it'll go too dark and become brown
