Because live CCV is all they have. Compare the 2 channels.

Gura gets much more VOD views and has an unheard of 30 streams at 1 million views.
Gura's songs get much more hype and excitement than anything Pekora has done. The Calli/Gura KING had more views in a day than the Peko/Moona song has total for example. Don't even get me started on their originals (Pekorandombrain vs. Reflect), its not even a competition.
Gura blew past her in subs and continues to widen the distance.
Gura has the most lives viewers on a solo vtuber stream in history.

Gura is just overall a lot more popular than the dumb rabbit and it makes Nousagi super mad.

I don't watch HoloEn that much besides Ina, Calli, and Sana now but is Gura really that entertaining? I never really gave her a try but I've heard her music and it's pretty cute. Initially I thought that her design was what carried her but I don't think that can be enough can it, especially with how much she exploded in popularity it feels like.

If you can look beyond CCV, which nousagi seem incapable of doing you would see that Pekora doesn't stack up too well.

The actual top 5 in Hololive

1. Gura
2. Marine
3. Pekora
4. Aqua
5. Miko

CCV is certainly important but it doesn't tell the whole story. Miko and Pekora are actually kind of similar in that regard. They are both CCV and watch time monsters, but their other metrics are lacking. Aqua is like a lesser Gura in that her CCV isn't as high but she goes hard for events and gets monster song views.

Well Marine gets higher numbers this days but she doesn't stream often (its basically 3-4 Pekora vs 1 Marine streams)
And also in collabs (just recently MK & MC Hardcore, Pekora gets higher CCV than her)
