Here's my rrat on that. Cover has all the reason to pull off window dressing shenanigans like this, since they NEED a JP holo with 4m subs. Think about it, the lethargic shark is the only holo with that number but she hardly streams, she's EN and is probably a huge pain in the ass for management, since they can't just fire their "most succesful" holo without fear of extreme loss of face. If they get Marine to 4m, however, they can at least say there's another wildly succesful holo left and she's Japanese to boot.
