Establishing this is a sanctioned patchwork middle ground opens up the opportunity for any holo to do impromptu in home 3D streams outside of their formal idol 3d appearances.
Also, this presumably facilitates the creation of EN Smologra. That's the biggest bombshell. If en management has plans for it, they can use their walfie 4koma style incarnations to start creating makeshift EN equivalents/counterparts to the content you'd normally find on the Hololive JP channel without having to be smuggled into Japan.
They'll probably still get proper 3D...in a few years when coof hysteria dies down and people accept that Wuflu is the new Spanish Flu (like unabashed futurist "Florida Man" already has). But until then, this is their avenue for 3D content. They might even get properly proportioned VR chat models next year, at least if Cover decides they're not actually gonna bother giving EN idol and home 3D since they're marketed as entertainers rather than idols. This may become the definitive difference between east and west, with EN going the route of western VR streamers while hololive jp and id follow in Kizuna ai's footsteps.
