J-chad lets Mori have a loose leash because it's just a job to her, which is why Mori gets to be a glorified Holo ID vsinger despite having relatively standard expectations placed on her (like supa readings). Jenma is with Cover's idolfag faction, which is why la trio de isolidado are trapped in a gilded cage and forced to read supas all day. Jenma lets Ina do whatever she wants, and Ina chooses to be the punch-clock seiso standard-bearer who shows up to stream and then hangs up her tentacles for the day.
Despite people shitting on mori for her yabs (collabing with men, sponsored collabs with wokefags), those were all presumably her fault for being a globohomo wigger. As far as gurame and shitbird go, the fault presumably lies with Jenma first and foremost for suffocating their creativity in true cover fashion. Enma probably just added additional brand-protecting restrictions like whipped cream on a shit sundae.
Best anyone on the outside can tell, Enma was acting in good faith to try and keep final yabs at bay while Jenma is a bit more of an obstructive bureaucrat. Then again, it could be the other way around. But I don't think Enma's the one who overrode Jenma and beat Ame back into the supashed after letting Ina just play games and draw all day. That was probably Jenma (unless Enma has direct micromanagerial control over all of en at all times in which case she's technically NOT just ina's manager), so Jenma is presumably the most appropriate hate sink given that a lot of the valid whining about management seems to come from Jenma's batch.
