When an investor invests in a "private" startup a minority share, by default it sounds to me that they only have rights to a share of profits but can't sell it to outsiders since it's "private". So they just can't get out even if they wanted, they can only collect the potential profits. But now, there is some kind of rules that can force the company go public? How does this work?

The VC sets a timeframe for their investment and when the end of it starts getting near they start planning their exit. They don't get any profits just for being a shareholder so they will need to find a way to sell what they have either to another private company or, if the company they invested in became relevant enough, to the public.

Investors vote on decisions in publicly traded companies, and often vote to hire or fire board members, who can then hire or fire a CEO or make policies that govern how the company is run.
Right now the best thing Cover's investors and board can do to keep Hololive successful long term is probably let Yagoo do what he wants. Even with recent happenings, things seem to be running unusually smoothly there compared to other vtuber companies.
