Luckily for the EN livers who actually want to stay in Niji EN (e.g. Scarle), the new wave's existence means that the branch will be kept in nominal existence for a few weeks longer than it otherwise would have been, even if for no other reason than the fact that officially dissolving the branch so soon after the debut of the branch's newest wave would make the company lose face with the investors.
....incidentally, the branch now has 35 "active" livers, the most it's ever had at one time. The previous record was 34 livers in two non-consecutive 3-month stints: from TTT's debut until Pomu's graduation, and from Denauth's debut until Hex's graduation. They've also had stints with lower headcounts, but have never had fewer than 30 livers at ant time since Xsoleil's debut:

Also incidentally, the gap between Xsoleil's debut and Yugo's "graduation" was a few hours short of four days, the shortest gap between one wave's debut and the retirement of a liver from a different wave. If nobody from the first ten waves gets "graduated" or terminated before 3am PDT on Tuesday morning, then that record will stand.
