The only reason a holo wants to graduate is to reincarnate as a new vtuber, because that's the only thing that Cover's contract explicitly prohibits.
Cover allows their talents to do almost literally anything from multiple extended hiatus, softcore porn, vlogging, being a flesh idol, start a family or anything in between. Which is why all of holo graduates ends up being an indie vtuber since that is the only thing they can't do while being in holo.
Graduating for any other reason would just be stupid as it's just denying a passive income flow.
Shiori wouldn't be pissing off and banning her day 1 fans if she's looking to graduate (and be an indie), she'd be following what Fauna did and try to retain as many viewers as she could to her new channel.
If anything, Shiori may have pretended to play the unicorn friendly role because she didn't think she would be in holo for long. Now that she knows Cover allows anything she wants to do, or doesn't want to do, with decent support, she drops the mask and is curating her content to be something that she can enjoy in long term.
