Cover is a Japanese company even if literally every talent in the EN branch asked them to skip to Advent they still won't do it. The graduation announcement will boost numbers so their is a financial reason to rush out chapter 2 before Mumei leaves regardless of how the talents feel. Never forget that Hololive even uses their graduations for marketing.
