Nobody thought she shouldn't be added when she was fired, that was when it was still accepted she would be in the game and she was still in fanart. It was years later when the dirty laundry aired through the legal case that the tranny fandom decided she was cancelled. It's also worth noting most of the cancelling of her appears to be from the Western side. It took a long time after the legal case being made public until Noel was willing to remove Rushia from her streams and JP fans still show Rushia merch in their room reviews.

People used to say that about Rushia. Rushia would literally be in the game if Kay Yu didn't have a hard-on for Kaela. His slowness is what causes these issues. I don't even think a coward like him would remove Rushia if she was already in the game. If he did, we'd know Cover told him to.

He already skipped Rushia. He's never skipped anyone else (yet). We'll see if he's retarded enough to put Aloe in. The thing is, Rushia and Aloe were both already background references in the game since the beginning. There is the element to consider that he won't put in content that would make Holos not stream the game but he promised to add the Stars so if he's going to add some optional DLC for Rushia+Holostars then that's your best chance to get her later.
