Sora is only seen as the leader by way of being literally the first ever hire in Hololive. Gen 0 wasn't a real gen for the longest time. Sora was sidelined even by the other girls for the longest time.
Fubuki became like the spokesperson for Hololive over the years, and somehow that got retconned to her always being the leader of her gen(s). And you can see how this concept totally breaks down once you start claiming Pekora, Coco/Towa, and Botan are the leaders of their gens.
