This is because being a fan of a vtuber is usually a huge timesink and it takes quite a bit of watching streams to get attached to some random gamer who will likely be silent 75% of the time during the stream compared to a cartoon where there's a prewritten storyline to make a good impression on the viewer relatively quickly.
As much as people like to say otherwise, what "characters" are doing is 10x more important than their designs and basically always makes the designs memorable, not the other way around where designs draw people into a franchise (unless it's blatant gooner bait but that audience will leave for a set of tits and ass from another franchise)
Clips worsen the first mover advantage even more because after the mass flood of casuals from shit like miko saying nigga, casuals 2 years down the line are gonna get tired of the clips and move on
