The problem here is that most of the lowest effort gacha games are tied to actual IPs because most of the world building and story-telling are already done by the creators, so the developers only have to figure out how to monetize them by tacking on whatever gameplay would gel with the IP.
Most of the fans of the franchise would either get really invested in the adaptation or get completely put off with how terrible it is to the source material (eg: gacha games pertaining to Solo Leveling, JJK, etc.)
It's only very rarely that a gacha game would go beyond the scope and story of the series, and that's what the fans actually want (eg: gacha games pertaining to The Eminence in Shadow, Pokemon Masters, etc.)
