Within a day or two they'll verify that they can buy it and you'll pay then plus a small fee, like a few dollars, and they'll make the order within a couple more days. Once they receive it you'll pay the cost of local shipping to their warehouse and final shipping to wherever you are.
If you're willing to put in more effort you can make a tenso account or tensojapan account (all 3 are the same company) and if the item's site accepts international payment options (some only accept japanese-issued credit cards) you can order it yourself and specify the shipping address to tenso's warehouse, then pay tenso the final shipping later. The pros to the more complicated method are being able to buy things that might only be on sale for less than a week, avoiding buyee's convenience fee, and having longer holding periods to potentially consolidate more things before you have to pay the final shipping. I think buyee is like 30 days, tenso is 60 days, and tensojapan is 180 days.
