She started out as the runt. During 2022 most everyone stopped streaming, except her, and she gathered tremendous momentum. She started being a much more significant streamer, and kept gathering momentum. By the end she was regularly hitting 10k's or even up to 14k.
Her post-holo career is a head-and-shoulders improvement. A similar pattern to Mint in fact.

hmm ok this puts things closer to what she gets now on average because i thought she used to have less than 10k, i guess consistency really pays off.

Her 2024 yearly average was just above the 10k line from what I remember, should be the highest in EN besides Gura. That's with raids and all (but she was one of the girls getting the least of those due to her early timeslot, only started getting them a bit more regularly after Justice debut and CCGG streaming before her). Now she is closer to 12k with just regular streams, higher if you factor in everything else that counts as event.

Sakuna is doing well, I don't remember her exact numbers in the past, but she is hitting up to 20-30k now whenever she streams (rarely), so she is keeping up just fine.
And then you have Dooby who massacred her numbers.
So it's not just JP and EN being different, but how smart you are about your content.
