I bought crackers after walking deep into the park since nearly everyone was lined up to buy them at the front and there was a huge line.
You just keep the crackers hidden and the deer barely even look at you. Then you find a good spot with very few deer and you can have a relaxed experience.
The deer at the front of the park tend to be the most aggressive. The ones I found way in the back in the forests around that big hill wakakusa were so skittish they won't even come take your crackers.
