(adult), 周辺B済 (livers are blocked), 永久鍵垢 (forever locked account), then putting the rest of the relevant info (such as which boys and ships you're interested in, etc) on a locked privatter (you can put the password as 所属 = 2434). That's a good enough starting point, you'll probably find a list of nmmn rules on some artist's account, so just adjust the rest of your profile according to those.
As for finding artists, you can search ship tags on pictBLand, check their linked twitters and follow them, then stalk follower lists. Make sure you read everyone's privatters because sometimes they want you to send a DM along with the follow request. The common passwords are box = 2434, 3 letters = rps, 3 numbers = 801, or something specific like birthdays/anniversaries.
I don't know if the rules are less or more strict for the newer boys, but once your account is properly set up it shouldn't be that bad (although I still wish I could just search up a ship name tag and see what I want to see).
