Or did Cover gave her an ultimatum to stream more or leave the company.

There is no reason to not make Gura an affiliated talent.
What would she lose by being an affiliated talent?

Her first hiatus was because she got pregnant. She came back to streaming occasionally but she’s decided to be more family focused and had to quit. That’s why she’s not an affiliate.

The pedobait merch that management was forcing on Gura completely burned her out. She didn't even consider taking the affiliate deal. Ame had to shill her daki when she took the affiliate deal and it's noticeable that despite her character selling mountains of merch that Gura chose a standard graduation.

Gura saw how people continued to follow Ame and Fauna even after they left and thought "Hey if I go indie nobody can tell me to do anything anymore!" So she'll do what dooby does and stream when she needs money. Kind of like what she was doing in Hololive except they made her do some sponsored things and made her go to Japan even though chronic tummy hort.

She hates the company. She hates the bait and switch of being offered a chance to be a idol streamer then going public and being forced more into being a pop idol. She hates the fact she was the face of hololive and used more as a promotional mascot than a person like the others. She hates how the company doesn't give a fuck about her goals and happiness, taking the fun out of things that should be fun (see how she said the dodgers stadium offer was offered "it didn't sound exciting when they offered it to me but I thought it was pretty cool"). The company caused her great stress and pressure, and she now is embracing it as a period of growth, but not her final destination due to limitations, beaurocracy and changing company priorities

Maybe she hated what comes with idol culture. Hololive is both idol and a streaming company but it attracts those kind of people. You have to hide and can't do a lot of stuff.
