It´s like asking why there are more english literature fans in japan who can speak english, than english literature fans in the west who can speak japanese.
Also, Cover is a japanese company so they might have considered knowing japanese as a big plus for auditioners when scouting people, on the other hand, being able to speak english is obviously not a concern when scouting for the JP branch.
