Yeah Gura was the exception but it made sense she was THE mascot of hololive and the most famous non-JP vtuber, and you'd bet the Cover would milk that wherever possible
You could argue that they could've replaced that spot 2 years ago, but that would've just fed graduation rrats 2 years early and generate unnecessary drama
