It's when you have talents living outside of JP that Cover struggles immensely with due to all the onerous JP trips and cross-timezone scheduling/communications
Corporations typically handle this with subsidiaries with local control and resources, but that wouldn't work well here because EN is all over the place
So unless they plan to I dunno hire 5 west coast chuubas for EN5, there's no secondary central place they can base out of
