Gura was always the property and the result of the collaborative efforts of Hololive and their associated staff members. There is no returning the character to "Gura" because the person that voiced the character was never the character entirely by themselves. Even supposing that Hololive transfers the rights and assets of the character to the person that voice it, you would just end up with a random egirl streaming with Gura's model.
