An outline would usually make it easier, since you could magic wand it without worrying too much about corners, then add a barely faded inner glow with the outline color and hide border residual pixels. This could lead to some irregular lines and you'll have to be careful with cropped borders like her legs, though.
And unfortunately, this picture has those teal splashes behind and you'll have to manually draw the outline of the character anyways, since it's mixed with the splashes.
It's fairly quick and simple, but nowhere near as good as manual tracing the whole picture. Here's the result of a quick magic wand with some retouches.
