The arrows point to the fill and stroke color selectors... Solid square is for fill, the other is for stroke. First select your shape, then click on the square of the color selector you want to edit (or press X to alternate between fill and stroke) and finally choose its color.
I myself never use both stroke and fill simultaneously. I always keep my lines separate from the color.
What I would do is make the outline of the button in my "Ink" layer and then the inside portion I would make in the layer below it called "Color".
It's a bit more work since I have to make two shapes to make the button, but I get more control and flexibility than if I were to use a stroke with fill.
