OK. I deselected the stripes and copied the girl to another layer, atop everything else.
Then I selected a horizontal slice of the stripes and stretched it up and down. That gave me perfectly uniform colors.
I duplicated the stripes, filled the new selection with black and applied a transparency-gradient so the background darkened at the top.
Duplicated it again, in white, and made it most opaque towards the bottom.
Flattened everything.
Now all the stripes (on the left. I didn't bother with the right.) have uniform shading.
