I'm sorry I really don't quite remember exactly how to do it. I know in the right-click menu you can go down to openbox and in one of the sub-menus there's one for configuring the keybind file. If you looks at some of the examples above it can be pretty obvious.
http://bb4win.sourceforge.net/bblean/docs/bblean.htmLike where it says change workplace 1 in the file, just change the modifier to something like WIN and the other key to F1 if you wanted the winkey-1 to switch to to desktop one.
Don't forget to reconfigure openbox after that, and make sure you have the hotkeys plugin on.
