She's pixilated. Especially bad at the edges. They aren't even continuous.
I'd guess she was scanned at too low a resolution.
I selected the white background, expanded the selection 1 pixel, then feathered it outwards another 1.
Copied selection to a new layer, blurred it a little, then set the new layer to "multiply".
Blurring smoothed the edges, but lightened them. Multiply restored the darkness.
