Face: The eye folds below them are also incomplete and should be going above the hair. They could also be redrawn. Draw them as two separate shapes, where the top of the eyefold should be drawn, and then you add the smaller shape that is below it. They are also missing shadows. Use the circle tool for the highlights in the eyes instead of drawing them by hand. The eyelashes below the eyes should be connected to the eye and not floating in the air. The blush is very strong and should be lighter. You are also missing a small highlight above her node and a shadow as well.
Dress/Headband: Numerous areas have the shadows not connected to the lineart. There is also numerous areas that have color peeking. There a couple areas that are missing shadows around the buttons and elsewhere. You also forgot to color the hands.
As for the lineart, many of the frills are made with strokes and look odd at endpoints and some of the bending. Some of the hair looks like they were made as strokes and then converted to fills, especially at the tips which look lumpy and inconsistent in comparison to the rest of the line. You probably aren't going to want to change all the lineart in this image, but try to use fills for a majority of the lineart in the future.
