So, I have this full-sized image and I want to crop and add a blue border on this image. The thing is just I wanted the result to look as much similar as THIS picture:

Could any of you help me with it?
About the final result, you don't need to change the size. I just wanted it cropped and with the border so I can resize it afterwards. I guess you probably won't be able to post it here so feel free to use imgur or whatever you prefer. :3
