(or, in my case, CorelDraw)
I created a large circle at the upper left and a small circle at the lower left, then Blended them.
I grouped the vertical stack, made multiple copies horizontally, then grouped everything again.
Copied the whole thing, displacing the copy 1/2 the diameter of the initial large circle both horizontally and vertically.
Exported as a PNG.
The large and small circles could have been different colors as well as sizes. There'd have a been a smooth color transition.
Or, in PS, you could fill the black areas with a gradient.
