IN PS try the second bicubic option, "softer" It should help clear up those jaggies some. I would be jumping between PS and psp7 since ps does upscale better since it has the 3 options of sharpening strength. What I would do is half size the image IE if original was 1000pixels Id go 1500 filter to soften it, then to 2000 another softening filter to clean up noise, to 4000 apply sharpening, then down sample to 1920. Possibly a unsharpmask on it to crisp up the edges. Adding more steps in the process if it jaggies. at 4000 it should be fairly smooth.
KIM too some images just wont rescale well.
There is a upscaling plug in called Genuine fractals. You might want to give that a look or a lancos plugin filter.
