That and the country of origin of the majority of the staff, as well as the original language, determines its status as anime. And RWBY, while anime-inspired, is not anime. Hell, Boondocks is more anime than RWBY.
It, however, IS a manga, by the author of Dogs: Bullets & Carnage (which was adapted as an anime too). It's got 2 chapters out.
It's also got an official japanese artbook by many important manga and anime artists like Yoshitoshi ABe (Lain), Range Murata (Last Exile) or Hajime Ueda (FLCL).
