The horizontal line is the horizon or "eye level", the elevation of the camera.
Note where it cuts through objects in the original scene; like at the very base of the car and house windows.
And it goes through her jaw.
In your picture, if she was standing next to those windows, her jaw would be that high.
In other words, she's either extremely short or is standing in a pit.
Not criticizing. Just rules to keep in mind for the future. Otherwise, the viewer is aware something is 'wrong' even if not sure what.
