"JPG compression" isn't a single technique.
Different algorithms are used, depending on the amount of compression selected.
So it's hard to imagine a general-purpose "filter".
The mathematics would have to be done _during_ the compression-process.
And that's what happens already. Decisions are made to balance quality against file size.
Your technique and "smart blur" (which, as you can see, is adjustable) are probably the best that can be done.
Don't like it? Use another format, like PNG.
