As you see, I make each line for the hair two-point lines. To me, it gives a sense of "flow" or dynamics about the hair. It works wonders, in my opinion, when you want to either show delicacy or, in this case, wind movement.
Again, this isn't to criticize your pice - it is merely to show another perspective, and how the same, simple tool can give you a completely different look-and-feel to a piece.
Note: I apologize for any errors, inconsistent lines or not-properly joined lines - again, it was just for a quickie example...
