First of all, I don't know how to get the coloring exact (particularly since there is shading involved; which pixel should match the reference color?). That seems to be a common issue. So, I've just used "Colorize" with your hex code as input, which gets pretty close to the chosen color and preserves the shading.
Second, because of the sketchy edges on this one, I had to make some judgement calls about where to cut off the background. I initially tried to lean towards preserving as much as I could, but that was really tedious and looks sort of terrible anyway, so later on I just started cutting it off. If there are any specific areas where you want me to go back and remove more, let me know.
Third, I scaled her up and completed the entire render and only then noticed you hadn't actually asked for scaling, just a bigger background. So, you get a big version and a small version. This is the big one.
