Thickness is all over the place, and there is absolutely no consistency at any part of the image. The inner tips for all of the hair have major thickness changes and look out of place. The smaller disconnected hair lines are much thicker than the rest and look even more out of place. All tips of the hair should be consistent with the thickness of the lines leading to them. There shouldn't be sudden sharp increases.
The eyes were badly drawn as well. Use the circle tool to make the circle, and use sharp endpoints for the upper part of the eye shape instead of using rounded nodes. The extra eyelashes also need to curve to the shape of the eye more, rather than sticking straight out. The eyes are a main focus of an image, so it needs to be sharp and clean.
The hand is poorly done. Two of the fingers look like they merge together, and you have dulled the end points of three fingers. The thickness differences also change constantly throughout. You have to be much more calculated with node placement when working on hands or feet. It is incredibly important that they be parallel in placement and handles, as the many curves make it difficult to manage and can look sloppy very quickly. The same applies to frills.
The rest of the thickness issues for the clothes and skin follow the same thickness issues as everywhere else. You need to pick thicknesses for each area and make sure all areas match, otherwise, it looks like shit, and sloppy, as others have said.
For exporting, do not use Save for Web. Use the normal export function. Make sure when exporting, choose 300/600 PPI, and choose Type-Optimized (Hinted) for the Anti-aliasing. Do not choose Art-Optimized (Supersampling), as the aliasing looks worse with that setting.
TL;DR: Watch the tutorials in the OP and maybe work on a couple more projects before taking requests.
