You can easily fix the neck by removing all the of excess nodes. Use only two nodes, and adjust the handles to keep that smooth. The hair follows similar issues to the other guy. Some of your tips are fat/rounded, or don't go in a particular direction. Redo those parts, specifically by giving more emphasis at the tips and its handles.
The chains on the left should be above the hair. For the big circle part at the front of the gun, use the circle tool in combination with the rectangle tool in order to make all of the dimensions perfect. You should also include the stars on the character, and the stitches, since they are pretty important to the character. There are a couple areas I could find color peeking, but due to the white background, it made it more difficult. I am sure there is more hidden elsewhere.
As for the coloring, all of it is wrong. You are working from a wallpaper that has a blue tint to the entire image, but you made all of the clothing and gun a bright blue. This is simply not the case. The character has black clothing, and the gun is also black. Use other fanart to get proper color picking, and apply it to this image. As for the shadows, just make them have a greater emphasis. Adjusting either the Saturation or Brightness in the HSB scale should make them much more noticeable and less faded.
