It's working perfectly. Upscaling this 1080p wallpaper x5 with level 1 denoise raised my GPU's temp to 70°C, usage to 76% and VRAM by about 700mb, taking around 4 minutes to complete. I guess that's why the site doesn't allow it, they'd need a 4-way Titan Black SLI to compute this in acceptable times for multiple users at the same time. Then again all the blur in the background probably doesn't help the algorithm.
