>>1592555There's nothing very special about resizing. No matter what, unless you're enlarging under 15-25% of the original resolution, you're going to see visible image degradation.
There are a few tricks here or there that can make it less noticeable on an image by image basis but sometimes you're just boned. Since the image you want to resize is getting almost twice its size vertically, there's no way to preserve the look entirely.
Here's my attempt. I removed the noise from the image and did some sharpening, so at least upon resizing you aren't also getting enlarged jpeg artifacts.
